Our leadership group comprises hands-on principals, each with over 25 years of progressive program and technical management experience leading to roles as small business executives; large SETA contract program managers; FAA managers overseeing $1B programs as well as Terminal Second-Level Maintenance, UAS Integration, and Future Standards and Procedures organizations; and Director of the Volpe Transportation Center Air Traffic Systems and Operations.
We successfully directed, managed, and supported programs through every phase of the FAA’s Acquisition Management System (AMS). We have been involved from Service Analysis & Strategic Planning, through Concept Requirements Definition, Investment Analysis, and Solution Implementation, and into In-Service Management and Disposal. This experience base compelled us to establish disciplined management principles as the foundation for delivering exceptional support services.

Cavan principals led and supported successful Joint Resource Council (JRC) investment decisions for many large and small NAS programs and NextGen capabilities. We also led activities to develop technical documents that support large program acquisitions including SOWs, Screening Information Request (SIR) requirements, Independent Government Cost Estimates (IGCEs), Cost-Benefit Analyses, evaluation criteria, and Source Selection Plans. We are experts on the FAA’s AMS and the FAA Acquisition System Toolset (FAST).
Our program management experience includes quality assurance for numerous FAA programs. We served as Program Managers for two of the FAA’s largest small business task order contracts. This entailed planning, scheduling, performance analysis, risk analysis and tracking, quality assurance, quality control, and reporting of program status against scheduled milestones, activities, and deliverables for more than 75 task orders.undefined
